The petition against Lugu must go the right way, Aniceto

DILI (TOP) – The process of distributing political seats at the national level has satisfied the four political parties in Timor-Leste, but there are still efforts and requests from several political parties to request more rations in the Special Administrative Region of Oe-Kusi Ambeno.

The proof is that, after the "seizure" of the chair of the National Parliament on 19 May, two groups from Oe-Kusi Ambeno each came to complain in Dili about the position of José Luis Guterres "Lugu" as President of the Authority for the Special Administrative Region of Oe-Kusi Ambeno. 

One group consisting of several veterans came to meet Kay Rala Xanana Gusmão, and another group came with a petition submitted to the National Parliament, the Prime Minister and the President of the Republic with the aim of replacing Lugu from his position for allegedly not showing good work performance for 7 months.

The chair of Timor-Leste's National Parliament (PPN), Aniceto Guterres admitted, there was a group of young people who submitted a petition to criticize the President of the Authority for the Special Administrative Region of Oe-Kusi Ambeno (RAEOA), José Luis Guterres "Lugu", but "wrong entry", because the one who has the authority to make decisions is the government not the parliament.

He received a petition from a group youth of Ambeno in his cabinet on May 28, 2020.

"But I tell them that, everything must go according to the right way, because it is the authority of the government, especially Prime Minister Taur Matan Ruak to take policy", he said.

The desire to "expel" Lugu from Oe-Kusi Ambeno is very great, because after Fabião de Oliveira from the FRETILIN party requested and demanded the issue at the National Parliament plenary session on last Monday morning, and in the afternoon the youth group also immediately held a press conference supporting the reason for dismissing the post of Lugu in Oe-Kusi Ambeno.

They were very confident and very loud voices claimed that they represented the Oe-Kusi Ambeno community, but some Oe-Kusi people including Francisco Loka considered the petition against Lugu not representing all people in Ambeno, but rather to represent a "certain political party".

Aniceto added, the parliamentary special commission would conduct a fiscalisation of plans and programs at RAEOA, and also asked relevant institutions to conduct audits to be recommended to the government to take a policy.

Meanwhile, the first amendment to law number 3/2014, June 18, did not change the status of RAEOA-ZEESM, but only changed the inauguration process to the Chair of the RAEOA Authority which was previously appointed by the Head of State, is now appointed by the Prime Minister.

This amendment to the law also stipulates RAEOA as an autonomous body in the field of management, but not autonomous in the aspect of local authority. Because local authority will have its own organ which is directly elected by the people including the organ of fiscalisation and a council to exercise control.

After the amendment to this law, Prime Minister Taur Matan Ruak has the right to vote, and appoints José Luis Guterres "Lugu" as Chairman of the RAEOA-ZEESM TL Authority.

The new law says the Chair of the Authority is under the authority of the Government and needs to coordinate with relevant ministries at the national level and all reports must also be submitted by the head of government rather than to the Head of State.
