MAKELAB (TOP) - For many years, from 2014 to 2023, the National Parliament has always approved billion of dollars allocated to the Special Administrative Region of Oe-Kusi Ambeno (RAEOA) and the Special Zone for Economic and Social Market (ZEESM), but the fact on the ground shows that the majority of the people of Ambeno, especially in the mountainous areas, is still facing several major problems in their daily lives, because the amount of money is allegedly have gone into the pockets of some small groups of people.
One evidence is Lucia Falo, aged 20, from Makelab sub-village, Taiboko village of Pante Makasar sub-district, Oe-Kusi Ambeno, living in difficult conditions due to mental disability and lack of social support.
For many years, she lived in a small hut covered with rope, which did not guarantee safety, especially during rainy or strong winds.
The family said the real condition increased after his mother died and his father Domingos Falo, also physically disabled, did not have the capacity to support. The family therefore asks MSSI and the state to pay urgent attention.
“We cut ropes to build a small house for him, but better, if possible the state build a new safe house for him,” said Francisca Punef as a family member on Friday, August 29, 2025.
Relevant parties such as the National Institute of Social Security (INSS) and the Ministry of Social Solidarity and Inclusion (MSSI) have not provided a disability subsidy or aid to Lucia. Identification documents are also incomplete, because the administrative process is lost.
On Friday, August 29, 2025, the Social Support Services Unit (SSAS) of the Presidency of the Republic, led by Advisor Quintiliano Moniz Carvalho, visited Lucia and her father. He promised to coordinate with the local authorities to build a shelter for the family and process the legal documents of Lucia Falo's disability.
"You see this condition. A house will be built, but not only for him alone, because tomorrow he needs a safe environment to live like everyone else," promised advisor Quintiliano.
During the visit, the Presidency team also distributed basic necessities such as oil, rice, poultry and money.

Expenditure on the Special Zone for Social Market Economy (ZEESM) and the Oe-Kusi Ambeno Special Administrative Region (RAEOA) has increased sharply since 2014 and by the end of 2017, the total budget allocated amounted to more than half a billion dollars:
2013: US$5 billion
2014: US$22 billion
2015: US$133 billion
2016: US$218 million
2017: US$172 billion
Most of this money is transferred directly from the national treasury account to the RAEOA and ZEESM Authorities, but the reality shows that most of these funds have been spent not directly on the people's daily needs, but on something else.
