DILI (TOP) - The 2027 budget of the Ministry of Agriculture, Livestock, Fisheries and Forestry (MALFF) has risen to U$25,197,101, higher than the 2026 budget of U$22,450,883. The difference is U$2,746,218, or about 12.2%.
The Council of Ministers allocated and approved the amount. Even so, the Minister of Agriculture, Livestock, Fisheries and Forestry (MALFF) Marcos “Mameta” da Cruz, said the budget does not yet cover the equipment and facilities the Ministry has planned. The Ministry will make adjustments before taking the proposal to the plenary of the National Parliament.
The Minister shared the information after presenting the 2026 General State Budget (OJE) execution and the 2027 budget plan to Committee D, together with the Secretary of State for Livestock, Fisheries and Forestry.
“The budget allocated to us does not cover the facilities or equipment we have mentioned. We will make an effort to adjust it before taking it to the plenary. We have already informed the deputies in Committee D, and they also agreed to support the Ministry’s adjustments,” the Minister said.
U$2.7 million increase: according to official figures
This comparison comes from a calculation based on two figures the Minister presented: the 2026 budget (U$22,450,883) and the 2027 budget (U$25,197,101). The Minister did not state this increase as a percentage during the hearing.
For 2027, the budget is divided into five categories:
- Salaries and wages:U$7.1 million (maintained)
- Goods and services:U$2.6 million
- Public transfers:U$30,600 (maintained)
- Minor capital:U$1.8 million (reduced)
- Development capital:U$2.96 million
The Minister acknowledged that goods and services received an increase, but minor capital was reduced to U$1.8 million.
The increase is not enough for equipment
The Ministry will adjust the total budget across each category, especially minor capital and goods and services. The adjustment is intended to let the Ministry continue buying large tractors, hand tractors, rice harvesters and rice threshers. In the fisheries area, the Ministry also needs to buy more boats for fishers.

The Ministry also cannot yet determine the amount for the cattle purchase program. This depends on the outcome of negotiations that the Secretary of State for Livestock will hold on 21 October with the Bali provincial government. The final amount for each category will be adjusted before it is presented to the plenary.
2026 execution: 74.1% as of 16 October
For the 2026 budget (U$22,450,883), execution as of 16 October stood at 74.1%, made up of actual expenditure and obligations. The Minister said the Ministry will have a 22% balance remaining, and that in the last two months of the year it will make a greater effort to spend the remaining funds.
“In these coming two months, we have already discussed managing things so that we can execute all of this budget well,” the Minister added.
