Energy security and disaster resilience top agenda during ASEAN 2026 summit

CEBU (TOP) - Energy security and resilience to natural disasters topped the agenda during the 48th ASEAN summit held in Lapu-Lapu City, Cebu Province, Philippines, reflecting the growing exposure of the region to geopolitical shocks and risks related to climate change.

The Philippines, the host of the ASEAN 2026 summit, expects ASEAN leaders to prioritize a more coordinated and institutionalized approach to disaster management, focusing on interoperability, rapid response, and cross-border cooperation to better protect vulnerable populations.

The ASEAN 2026 Summit was held on 7-8 May.

At the same time, energy security has emerged as an equally pressing concern. With ongoing tensions in the Middle East pushing up global fuel prices, ASEAN member states are increasingly vulnerable to supply disruptions and price volatility.

The ASEAN summit finally provided a unified regional response to stabilize energy access, reduce economic impacts, and accelerate cooperation on alternative and sustainable energy sources.

ASEAN recently convened two special meetings of foreign ministers in response to the crisis in the Middle East and its effects, in particular energy shocks and broader geopolitical risks.

Together, these two priorities underscore ASEAN’s shift toward a more pragmatic and forward-looking agenda—one that addresses immediate crises while strengthening long-term regional resilience.

Due to national energy security concerns, the Cebu summit has been scaled back, with many preparatory and ministerial meetings moved online to cut costs.

Responding to energy security, the Government of Timor-Leste through the Vice-Prime-Minister and Minister Coordinator for Economic Affairs, Minister of Tourism and Environment, Francisco Kalbuadi Lay accompanied the Timor-Leste delegation to visit the oil and gas production facility in Brunei Darussalam, to see directly the process of industrial development and natural resources of oil and gas on May 5, 2026.

Liquefied Natural Gas (LNG) Brunei, located in Lumut, Belait District, is the largest oil and gas producer in Brunei, and has been a key player in the country's energy sector since its establishment in 1969.

Liquefied Natural Gas is the fourth largest oil producer in the Southeast, and the sixth largest liquefied natural gas (LNG), and also in Brunei Fertilizer Industries (BFI) is a government-owned company and producer of ammonia and urea granular fertilizers, located in Sungai Liang Industrial Park (SPARK), Brunei Belait District.

The visit is part of the official visit program of the Government of Timor-Leste to Brunei Darussalam, which seeks to strengthen bilateral relations and promote cooperation in the energy and investment sectors.

The official visit was received directly by the Minister in the Prime Minister's Office and Minister of Finance and Economy II, Dato' Seri Setia Dr. Awang Haji Mohd Amin Liew bin Abdullah.
